Peter R. Hubert was born in Los Angeles, California in 1948, but came to San Jose, California, (then a much smaller city in the Valley of Hearts Delight (now Silicon Valley)), when he was about six months old.

Peter R. Hubert was educated in the San Jose area, having attended and graduated from Trace Elementary School, Herbert Hoover Junior High School, and Abraham Lincoln High School in 1966. Peter R. Hubert then continued his studies at San Jose State College (now San Jose State University), and earned his baccalaureate in 1970. While at San Jose State College, Peter R. Hubert majored in Political Science and minored in United States History. During his collegiate studies he was admitted to Pi Sigma Alpha, (the national honor society in political science in 1969), and Phi Alpha Theta, (the national honor society in history in 1970). At San Jose State College, Peter R. Hubert was also a member of the fraternity Sigma Alpha Mu. Upon earning his baccalaureate degree, Peter R. Hubert enrolled into the Law School at Santa Clara University, in Santa Clara, California. At Santa Clara University, Peter R. Hubert earned his Juris Doctor (J.D.) degree in 1973. Peter R. Hubert also has a lifetime junior college teaching credential granted by the State of California.

During his studies at Santa Clara University School of Law, Peter R. Hubert participated in a program of interns assisting the Public Defender's Office of Santa Clara County, in client interviews and case preparation. The supervisor of this program was Rose Bird, who was then a Deputy Public Defender, before her appointment as Chief Justice of the California Supreme Court by Governor Edmund Brown, Jr. While participating in this program, Peter R. Hubert also worked with Leonard Edwards, (then a Deputy Public Defender and now a Judge of the Superior Court, Santa Clara County) and Read Ambler, (then a Deputy Public Defender and now a retired Judge of the Superior Court, Santa Clara County). Also, while a student at Santa Clara University, during the summer he worked as temporary help as a Deputy Clerk of the Clerk of Santa Clara County Superior Court.

In 1973, Peter R. Hubert graduated from Santa Clara University School of Law and was admitted to the California Bar in 1974. He is also admitted to the United States District Court, Northern District of California, and the Supreme Court of the United States. He has belonged to the following organizations: Santa Clara County Bar Association, California Trial Lawyers Association (now Consumer Attorneys of California), Association of Trial Lawyers of America, American Bar Association.

From the late 1970's to the mid 1990's, Peter R. Hubert was on the Board of the Volunteers in Parole, Santa Clara County branch, (an organization that works with and mentors parolees from the California Youth Authority). Besides working one-on-one with his parolee(s), Peter R. Hubert also taught as a Street Law Teacher at the California Youth Authority correctional institution in Ben Lomond, California for several years. Peter R. Hubert has also worked on several pro bono projects with the Santa Clara County Bar Association through the years. In his practice of law, Peter R. Hubert has practiced as a general practitioner, with emphasis on personal injury, (representing injured plaintiffs), family law, including divorce, child custody and visitation, spousal support (alimony), child support, paternity, and matters of child support brought by the District Attorney's Office, Family Support Division, and restraining orders.

Peter R. Hubert also represents parent(s) in child dependency court actions. Peter R. Hubert also devotes much of his practice to criminal defense, including representation in felony and misdemeanor cases, drunk driving, traffic offenses, domestic , and juvenile criminal offenses.
